Safwat Nasrat, MD, Chief Medical Director

Person Family Medical Center is pleased to announce our newest physician; Dr. Safwat Nasrat, a board-certified family physician. He will also serve as the Medical Director of the facility. Dr. Nasrat joined Person Family Medical Center on August 16, 2021.

Dr. Nasrat received his Doctor of Medicine degree from Asyut Medical School, Egypt. His medical residency in family medicine was completed at St. Elizabeth Medical Center in Utica, New York.
He is board certified by the American Board of Family Medicine and is a member of the American Academy of Family Physician.

Dr. Nasrat was born in Egypt-Cairo, but now resides in Raleigh, NC with his spouse and two daughters. His spouse Dr. Nakhla currently serves as the Medical Director at Brantwood Rehabilitation Center. He enjoys spending time with his family and playing soccer in his spare time.

Demaura Russell, MD, Assistant Medical Director

Dr. Russell is a Warren County, NC native. She attended the Warren County public schools ranking #3 in her high school class of about 400 students.  She decided at an early age that family medicine would be her field of study.

Dr. Russell chose to pursue her dreams as a Family physician by continuing her education at the Hampton University in Hampton Virginia, graduating in 2002 with a Bachelor’s Degree in Biology with highest honors. She received her doctor of Medicine degree from the Wake Forest School of Medicine in 2010.

Dr. Russell entered her residency at Cabarrus Family Medicine in Concord NC. She continued her studies in family medicine with a focus in rural medicine. She completed her residency training in 2013.

Dr. Russell has a love for rural medicine. She is excited about bringing her expertise to Person County.

Laura Winslow, M.D. Pediatrician

Person Family Medical Center, Inc. welcomes Dr. Laura Winslow to their team of providers. Dr. Winslow is a Board-Certified Pediatrician.
Her board certification indicates that she is highly qualified in the Pediatrician field.
Dr. Winslow was born in Louisville, KY and currently resides in Durham, NC with her husband and children. Dr. Winslow earned her Bachelor of Science Degree in Biology graduating Magna Cum Laude from Boston University, Boston Massachusetts. She attended Medical School at the University of Louisville School of Medicine, Louisville, KY which is where she also completed her pediatrics residency.

Dr. Winslow brings to Person Family Medical Center a wealth of knowledge and experience to include her position in a Pediatric Clinic providing care to an empanelment of 1250 pediatric patients.  She has served as the Co-Chair of PUSH Committee Community Outreach and Vice President of Free the Children Campus Initiative. She is a member of the Greater Louisville Medical Society, and the National Society of Collegiate Scholars. Dr. Winslow also earned the Board Examination Simulation Exercise High-Achievement Award in 2014 as well as many other academic awards.
In her spare time, she enjoys spending time with family and friends, running and hiking while enjoying the outdoors.
Dr. Winslow’s compassion for children is just one of the reasons she chose to be a Pediatrician. Unfortunately, most children aren’t able to help themselves when they are sick, but Dr. Winslow can assist by providing the best quality care through her medical profession. She is excited that PFMC is giving her the opportunity to continue to work in outpatient general pediatrics where she can make a difference in her patient lives regardless of their ability to pay.

Kaitlyn Long, PA-C

Meet Kaitlyn Long, our newest Physician Assistant at Person Family Medical Center, Inc.

Kaitlyn is no stranger to Person County. She was born and raised in Roxboro, NC. She attended the University of North Carolina Wilmington, where she graduated cum laude with her B.S. in Biology. She received her Physician Assistant degree from Lenoir-Rhyne University in Hickory, NC.

Kaitlyn is a member of The North Carolina Academy of Physician Assistants (NCAPA) and the American Academy of Physician Assistants (AAPA).

Kaitlyn has always considered Roxboro to be home and is excited to return to her hometown to practice as a Family Medicine Physician Assistant at Person Family Medical Center saying, “I chose Person Family Medical Center because I want to give back to my community and I believe in their mission of providing quality healthcare to the community.”

You can find Kaitlyn walking her two Goldendoodles or traveling during her spare time.

Mary Matthews, PA-C

Mary grew up in the western suburbs of Chicago and moved to Cary, NC during her high school years. She received her Bachelor of Science in Cell and Molecular Biology from Appalachian State University where she graduated with honors and was inducted into the Tri-Beta National Biological Honors Society.
Mary went on to earn her Physician Assistant degree from Le Moyne College in Syracuse, NY and conducted her clinical rotations in rural communities throughout the Finger Lakes region. She has since returned to NC to be near family, and currently resides in Roxboro. 

Mary enjoys kayaking on Hyco Lake, running, crafts, and spending time with family and friends.
She is excited to share with the community her passion for preventative medicine and strives to empower her patients to make and meet their healthcare goals.

John Illsley, PA-C

John Illsley, PA-C is no stranger to Person Family Medical Center, Inc.  He returned to PFMC on May 4, 2020 and brings with him his expertise and experience as a certified Physician Assistant to the patients of Person Family Medical Center. John was born in Boynton Beach, FL and now resides in Roxboro NC with his wife and daughter. John earned his Master of Science Degree as a Physician Assistant from the University of Pittsburgh, Pittsburgh Pennsylvania.  He received his Bachelor of Science Degree from Florida Atlantic University, Boca Raton, FL.                                                                               
John is a member of the National Commission on Certification of Physician Assistant, certified in Advanced Cardiovascular Life Support (ACLS) as well as Basic Life Support (BLS), and Board Certified with the American College of Lifestyle Medicine.
John is excited to have the opportunity to work in a family medicine environment and serve a diverse patient population. He is particularly interested in a lifestyle medicine approach; to work with patients to discover the root causes of their ailment.
In his spare time John enjoys playing tennis, going for long walks, cooking, playing his guitar and going to church.

Renee Foley, DDS, Dental Director

Dr. Gaskey-Foley grew up in Concord, NC and knew she wanted to be a dentist by the 7th grade.

She completed her under graduate degree in Dental Hygiene from UNC; Chapel Hill, NC in 1991. She completed her Doctor of Dental Science degree from UNC; Chapel Hill, NC in 1995.

She lives in Creedmoor with her husband, Matt, her twins, Declan, and Isabella and her two dogs, Lily and Axel.

Dr. Gaskey- Foley strives to provide quality dental care in a gentle manner. She enjoys spending time with her family and reading in her spare time.

Annie Chen, DDS

Dr. Chen was born in Shanghai, China and has resided in Durham, NC for the last 22 years.

Dr. Chen attended Duke University, Durham NC and completed her Dental of Doctor Science Degree from the University of North Carolina School of Dentistry, Chapel Hill, NC.

She completed a general practice residency for Advanced Education in General Dentistry at the Fayetteville Veterans Affairs Medical Center, Fayetteville, NC.

Chen is a member of the North Carolina Dental Society of the American Dental Association.

In her spare time, Dr. Chen enjoys yoga, frisbee and cheering for her favorite Duke Basketball team. 

Dr. Genes Kaur, DDS

Dr. Genes Kaur joined the PFMC Dental team (Roxboro) in September. She is a graduate of N. C. State University and Arizona.

Dr. Kaur favorite hobby is watching basketball. Dr. Kaur is excited about joining our team and we also are very excited to have someone with her experience and knowledge on board with us.

Alisa Paliy, M.D. Psychiatrist

Dr. Paliy is now accepting patients at our Person Family Behavioral Health Center located at 702 N. Main St.

She graduated from the Rostov State Medical University and then went on to complete an oncology residency and fellowship at the Rostov Research Institute of Oncology. During her years as an Oncology she published several articles and assisted in leading several clinical trials. In 2009 Alisa and her family moved to the United States where, while in the process of gaining U.S. approval of her Russian medical degree, she worked as a mental health counselor at an impatient child psychiatric facility. This led to a newfound interest in mental health and to her ultimate decision to apply for a psychiatry residency.

Dr. Paliy successfully completed her residency at Case Western Reserve University/ University Hospitals, Cleveland Ohio. She worked at Cleveland Medical Center where she was the program’s Administrative Chief Resident.

Paliy is eager about bringing her expertise to Person County as a general psychiatrist. Her clinical interests also include addiction psychiatry, and psychiatric emergencies.

Dr. Paliy has a Suboxone Provider Certification. She is a member of the American Medical Association.
In her spare time, Dr. Paliy enjoys spending time with her family, baking and traveling.

Shumaine McCloud, LCSW

Shumaine McCloud is a Licensed Clinical Social worker with over 17 years’ experience in clinical social work.  Shumaine has experience working with all age groups.  She has worked with adults, children, and geriatric patients in an out-patient setting providing psychiatric counseling services.

Shumaine’s specialized treatment includes Individual Counseling, Family Counseling, Trauma Focused Therapy, Cognitive Behavior Therapy, Anger Management, Bipolar, Couples Therapy, and more.

Ms. McCloud currently resides in Henderson, North Carolina. She is excited about bringing her expertise to Person County and the surrounding area.

Jessica Cooper MSW, LCSW

Person Family Medical Center, Inc. is excited to announce that Jessica Cooper has joined the Person Family Behavioral Health team of providers. Jessica is a Licensed Clinical Social Worker who wil be working with the Person County Schools.
 Jessica was born in Salt Lake City, Utah. She moved to Sanford, NC with her family during her adolescent years and have lived in North Carolina since. Jessica currently resides in Durham NC.
 Jessica received her Bachelor’s Degree in Psychology with a minor in Social and Economic Justice from UNC-Chapel Hill, NC and earned her Master of Social Work from UNC-Wilmington, NC.

 Jessica specialty is focused on working with children and have had training in various forms of therapy including Solution-Focused Brief Therapy, Cognitive Behavioral Therapy, Aggression Replacement Training, and Motivational Interviewing. Jessica is excited to take her expertise into the Person County Schools. She will be able to do assessments and therapy with school children if they can’t get the families to come into the office. She will also be able to provide training for the school staff so they can have a better understanding about adverse effects that affect school age children behaviors.
Cooking, painting, listening to music, going to the beach, sports and playing with her dog Ryker are a few of Jessica’s hobbies.
